2004 Rule Changes

2004 Changes to National Rules The following changes to the 2004 rule book were passed at the National Meeting held during the week of May 24-28, 2004. Item #1 (pg. 17, Art. 6: Sect. 2): Change to read “A signed statement from any licensed State examiner; (i.e. MD., RPA., RPN., etc..) that the candidate is physically fit and there are no observable conditions which would contra-indicate a participant from playing football or cheer/dance.” Item #2 : Pop Warner National Competition Changes: Change the current process for awarding of the Spirit Award at the national competition. Announce the nominations and award during the competition awards ceremony instead of at the pep rally. Item #3 (pg. 30, R4) Add: “except for teams advancing to the National Championships. Teams will be allowed an additional one (1) pound increase at the National Championship weigh-ins. Teams will not be allowed the increase until weigh-ins at the National Championships.” Item #4 (pg. 28, Sect. 6): Add five (5) pounds to the maximum weights in each division. Item #5 (pg. 28, Sect. 5:1): Change to read: “Although the games are serious to the kids, from an adult viewpoint, Mitey-Mite should be stressed as a training division. Post season play will be permitted.” Item #6 (pg. 39, R29: Sect. 1): Change to read: “Teams from all divisions are permitted a maximum of two (2) post season Bowl Games with the exception of Mitey Mites who are permitted one (1) game. Item #7 (pg. 24, Sect. 1) Change to: Add paragraph J: Falsification of Official Documentation: Suspension for one year, to permanent suspension for repeated offense. This would include, but not limited to, Parental consent, Medical Examination, Proof of Age, and proof of Scholastic Fitness. Item #8 (pg. 15, Art. 2): Add Section 3: “Leagues must establish boundaries for their participating associations. Boundaries will be set by a defined, readily recognizable format, i.e. Town limits, school districts, street, etc. Failure to do so can result in revocation of Charter.” Item #9 (pg. 39, Sect. 3 C): Change to read: “…. A league shall be permitted to waive the four (4) full days (96 consecutive hours) to (2 ½ days) full days (60 consecutive hours) ONLY to makeup for regular scheduled games.”
