Scouts in South America continue to submit positive reports on the performance of several Nationals prospects. However, given limited resources afforded to the scouting department, large signing bonuses will not be offered. Rather, the organization will allocate its finances toward the development of local talent. Scouting director, JJJ Neibauer, is an advocate of the approach. "Let me tell something. It's about time this organization evalutates its past mistakes and makes adjustments. The talent developed and signed in the late nineties is crap. Gibson couldn't start for the Cats and would never have been brought in under my watch. Czarnecki? Van Hart? Herkowski? Are you kidding? The one time the organization stumbled into a true talent, they let him get away. Where the hell is Mick Augustin today, you ask? Cuba, that's where. My sources tell me he's a terror on Fidel's squad. Anyway, what was I talking about? Oh yeah, talent. There's a new sheriff in town and his name is JJ Neibauer, Esquire. Now put that in your can of shut up and shut up. My office is closed." Here are a few of JJJ's gems: Benny Gykengigi- always has a fifth for me when I come to watch. Smart kid.
