Little League rules on bats:

Tee Ball bats (USA baseball Tee Ball) may be used for Tee Ball (rookies) or for Pitching Machine levels (single A baseball)

Baseball divisions (AA and above) must include a USA baseball sticker with the following maximum dimensions:
Minor and Major divisions: 33 inches in length and 2 5/8 diameter.
For all divisions: bats must be smooth and round without blemish. (No dents or cracks)

Little League Rules on Helmets:

Requires our batters to wear helmets that meet National Operating Committee on Standards for Athletic Equipment (NOCSAE) specifications and bear the NOCSAE stamp.

League does not provide bats or helmets.
