Umpires,

 

In minors B, only the umpire will have the ability to call for an open inning.  The umpire is the objective observer out there and can be  the one who determines if the game is going to be able to complete another inning or not.  It must be called prior to the first pitch of the top of an innings, and before 1:45 minutes.  Typically if I see an inning starting around 1:30, I will call for an open inning, but it is based on the pace of the game.  If you mis-time it, it's okay, the teams will just finish the inning and the game will be over, 5 runs per inning still in play.

 

As a reminder, drop dead time still applies if an open inning is called.  Once you hit 2:15, the game is over and the score reverts to the last completed inning.  Pitch counts still stand for players, do not erase those pitches, that is for player safety.
