2007 Fall Baseball League Rules - UPDATED
TBALL
- Games will not exceed one hour. This will be a three inning game. A 1/2 inning consists when all players on the offensive team have batted, regardless of how many outs were recorded.
- All players present will make up the batting lineup. Any player being "out" at any base shall NOT be removed from that base.
- All players in the batting lineup will play defense. The infield defense should remain traditional with other players evenly spaced in the outfield. Players should rotate positions during the game to ensure equality. The pitcher (player) should remain on the pitching mound (clay area) until the ball is batted into play. The ball must travel at least ten feet to be considered in "play."
- No runners may advance on overthrows. On balls hit to the outfield, runners may advance two bases. There is no "infield fly" rule.
- Players may receive 5 pitches per at bat before using the hitting tee.
- Coaches should be on the field with their players providing instruction, positive feedback, and encouragement!
COACH PITCH, MINOR 2
- A game should NOT extend beyond one hour and thirty minutes. This will be a five inning game. A 1/2 inning consists of a "bat around," regardless of how many outs are recorded.
There will be a five run rule for each team at bat, for every inning. - All players present make up the batting order. Each batter will receive pitches until the ball is put into play. Minor 2 baseball is instructional, and the players should hit the baseball. There will be NO strikeouts! Coaches may move forward and soft toss to their hitters if necessary. There will be NO walks or bunting permitted.
- A player may play even with, but not in front of, the coach pitching. Players fielding the pitching position MUST have both feet on the pitching mound (clay area). Ten players are permitted on defense, four must be outfielders.
- Stealing bases is not permitted. Runners may advance one base on overthrows to bases. On balls hit to the outfield, runners may advance until the ball is in the infield, controlled by a player. If a runner is betwen bases when the ball is controlled by an infielder, the runner shall return to the last base touched if less than 1/2 way between bases. There is NO "infield fly" rule.
- Players may not sit the bench for consecutive innings.
- Coaches may be on the field with players to emphasize/ensure instruction while providing encouragement to players. Teams should NOT attempt to keep score at this instructional level.
PLAYER PITCH, MINOR 1
- A game should not extend beyond two hours. This is a six inning game. A 1/2 inning consists of three outs being recorded, or five runs being scored in ANY inning.
- All players present make up a continuous batting order.
- A pitcher may NOT pitch more than two innings per game, or 75 pitch limit before the two innings are completed. The pitcher may be removed for wildness, poor pitching performance, or any other reason the umpire deems necessary to keep the game moving. Coaches may change pitchers as needed (rotating players), being careful not to hinder the pace of the game.
- A player may not sit on the bench for consecutive innings. Only nine players are permitted defense, three outfielders.
- Runners may NOT attempt to advance once the pitcher is on the pitching plate with the ball and the catcher is in the catcher's box (Green Book).
- Fall baseball should be instructional based. Therefore, the ten run rule can be waived with manager's consent.
- All other "GREEN BOOK" rules shall apply.
MAJORS
A game shall not extend more than two hours and fifteen minutes.Unlimited game time.- A pitcher may NOT pitch more than 2 innings in a game. A pitcher must be removed from the game if he/she reaches 85 pitches before two innings are completed. Coaches may change pitchers as needed (rotating players), being careful not to hinder the pace of the game.
- All players present make up a continuous batting order.
- Runners may NOT attempt to advance once the pitcher is on the pitching plate with the ball, and the catcher is in the catcher's box ready to receive the ball (Green Book).
- A player may not sit the bench for consecutive innings.
- Fall baseball shoule be instructional based. Therefore, the ten run rule can be waived with manager's consent.
- All other "GREEN BOOK" rules apply.
PLEASE NOTE: Only registered players may participate in league games due to insurance purposes. Also, players who will be thirteen years of age before the end of the Fall Ball season will NOT be eligible to participate. If you do not have nine players present for a game, you may borrow a player(s) from your opponent. Also, you may borrow players from another team within your division, or one division below yours.
In addition, please ensure your players are wearing their baseball uniforms appropriately including all applicable safety gear. We would like to see our players with their shirts neatly tucked and hats worn traditionally.
Coaches, please remain open minded about players rotating positions. This will grant the children the opportunity to build confidence, learn new skills, and enjoy the game of baseball. Remember, there are no team standings, tournaments, or champions! Please emphasize the fundamentals of the game during practices and games. Our clear, simple objective: We want to children to return and play Spring/Fall Ball.

MILL Fall Baseball Agenda from the Manager/Coach meeting
Welcome/introductions: MILL BoD Members, league presidents, coaches, volunteers
Volunteer must have completed a volunteer form, mandatory! Please forward to Carla Steinmetz, info Officer.
First aid kits and injury forms will be available in our MILL restrooms. Ice will be available in our concession areas if an injury occurs. All facilities must do the same.
Please fill out an injury form immediately if an accident occurs. This injury should be reported within 24 hours to a league official. A follow up phone call will be made to the injured party.
If a player requires professional medical treatment, a release from a physician is mandatory before returning to play games/practices.
Please be aware of the weather conditions/hazards in Florida. Have plenty of fluids, sunscreen, and bug repellant available.
Please be sure field conditions are safe prior to a ball game. The Chief Umpire, and or both managers, must be in agreement before a game begins.
Mel Lang and Billy Stephens will be our Chief Umpires for the league. They will collectively form a schedule. Managers and coaches will be responsible and required to help umpire games throughout the season. If we have no volunteers, you will umpire your own games.
TBall and Minor 2 coaches will umpire their own games.
Games are scheduled for Saturdays. The season will begin on September 15th and conclude on November 17th. This is a ten week/game schedule.
Please arrive early for your scheduled game for field preparation. Both teams will work cooperatively to prepare the field. This ensures your game will begin on time.
There is a specific game time limit for each division of play.
Rainouts will be made up during the week using your designated practice time. Coaches should contact one another to arrange if your game is postponed. Please verify field availability prior to scheduling.
Each manager/team will practice at their own leage facility. Please arrange a practice time with your league president. You will get equipment from your league president.
MILL will provide game balls to each team in the fall league.
Bill Howe is the MILL equipment/facilities manager. Please contact Bill if you have any concerns. He will be completing a practice schedule for our league.
The MILL code of conduct will be enforced. The use of profanity, fighting, poor sportsmanship will NOT be tolerated.
The chalk machine and rakes will be available at the MILL facilities. This is kept in a lockbox. You will receive the code via email.
Please clean up the dugouts/facilities before leaving the area. We need a community effort to maintain the fields.
Please do NOT speed in the parking lot areas! The safety of our children is paramount.
The batting cages will be available to all teams playing at our MILL facilities. You will receive the combination via email. Please clean up, store away balls, and lock the door before leaving cages.
MILL will have the concession areas open at both facilities on Saturdays.
Games MUST start on time! Games will need to end promptly as scheduled. We will have a full schedule of games every Saturday. Starting your game late does not extend your game time. Please be considerate of others who follow your game on the schedule.
Please check your email daily. There will be schedule changes, information, updates forwared via email. also, use the MILL website as a reference whn por weather exists. Please call if weather is an issue to confirm the status of your game.
Please be sure you have the latest game schedule. Changes will naturally occur, be prepared. For scheduling concerns, check the website first, then contact Carla Steinmetz, 454-9700. I recommend contacting your opponent for the week to avoid issues.
Review Fall Ball Baseball rules (Handout).
Please recite the "Pledge of Allegiance" or play the "National Anthem" prior to your game. Please display the flag at each facility. Also, remove an protect the flag if you are playing the last game on Saturday.
Players will not sit out for consecutive innings. Minimum play requirements will not be an issue.
Please meet with Carla Steinmetz before leaving. You must confirm your final roster and choose a team color.
Those who would like to umpire additional games, please contact Mel or Billy.
Please understand that MILL will have final authorization regarding rosters. Players may be added if deemed necessary. If a player quits, or is missing for a period of time, please inform Jack Luchs.

Coordinator/Player Agent needed for each division of play.
Please meet with the coaches in your division to review rosters, possible trades, accommodations, etc.

Get a Fall Ball TEAM WEBSITE as a subsite to this MILL web page. Team websites are great to post information about your team, such as a contact roster, photos of your players, and other general information for your whole team.
The MILL league website will maintain the practice and game schedules which will appear on both the main MILL site and the TEAM websites. (** Please note: schedules for all teams will be available from the main MILL website regardless if a TEAM site is maintained or not)
