Section 1. The Board of Directors of the Local League may adopt such By-Laws Ground Rules bylaw, not in conflict with the Constitution or the rules and regulations of Little League Baseball, Inc., as may be necessary to prescribe the standard administrative procedures of the Local League.  The Board of Directors, by majority vote of the Board Members present at any duly constituted Board meeting, may make, amend, or revoke any Local League By-Laws. Ground Rules.
