2017 MAJOR LEAGUE HOME RULES

NUMBER OF PLAYERS:

If a team has less than 10 players present for a game the opposing manager has the option of batting the same amount of players as the other team. The player/players not in the batting order must be inserted according to substitution rules and play at least two consecutive innings defensively and get at least one at bat in that game

NUMBER OF COACHES:

A maximum of 1 manager and 2 coaches are allowed in the dugout. Coaches must stay behind the fence in the dugout area when the team is in the field. No coaches are permitted sitting outside the opening or are to be in the on deck area.

SPECIAL PINCH RUNNER:

If a catcher reaches base with two outs a pinch runner may be put in for that player to speed up the game – the pinch runner will be the last batter or runner put out

INTENTIONAL WALKS:

A batter may be intentionally walked only if second base or second base and third base are occupied and first base is not occupied. Each player can be intentionally walked only once per game. As per Williamsport rules, new for 2017, in the event of an intentional walk, once an intentional walk is announce and granted, it is a dead ball, runners can not advance and the pitcher does not have to deliver the pitches, 4 pitches will be added to the pitches pitch count.

BASERUNNING:

Batter who is issued a walk cannot continue on to 2nd base unless there is an overthrow from the catcher to the pitcher.

Runners may straight steal or delay steal, but cannot take an extended lead and stop for the purpose of getting into a rundown.

Batter cannot advance to first base on a dropped 3rd strike by the catcher.

GAME TIME LIMITS:

For 6:00PM games, no inning can start after 1 hour and 45 minutes from the start of the game. Managers should check with the home plate umpire and agree on the exact starting time.

For 8:00PM games, no inning can start at 10:00PM or later.

Exception: There are times when the 10:00 curfew will be extended. This will be solely at the discretion of the umpire in charge of the game and/or the official on duty at that game.

If there is only one game played at night with a starting time of 7:00PM or earlier, that game MUST be played to its completion (up to the 10:00 curfew or later).

Note: A new inning officially starts as soon as the third out is made in the bottom of an inning.

MERCY RULE:

The Mercy Rule will be a 10-run lead after four innings resulting in the game’s conclusion.

PITCH COUNTS:

Both teams must compare pitch counts at the end of each inning. The umpire is to confirm that both teams have an agreed upon count.

PLAYOFFS:

All 4 teams will play in a double elimination playoff format.

NOTE: all playoff games will go at least six innings unless the mercy rule has been reached

REPORTING SCORES/PITCH COUNTS:

A new score reporting module/page has been added to our website for Minors and Majors. It can be found on the navigation bar to the left .

Please report your scores and pitch counts by players within two hours of game completion. BOTH MANAGERS (winning & losing) must report the scores and pitching records. The form, once filled out and when you hit submit, will email the league and then the scores/counts and standings must be filled out manually by a webmaster. So, just because you don’t see the info you just entered indicated right away does not mean it was not received, so please be patient in that regard.

Also, for Majors, a pitch count form can be downloaded here:

http://www.littleleague.org/Assets/forms_pubs/Pitching_Log.pdf

Please print copies for your team and keep these with your scorebooks for each game. At the end of the game, both Managers must present the forms with an agreed to identical number of pitches per player and have the umpire sign off on this form.
