Referee Kickoff Meeting for Spring 2015
The kick-off meeting for returning referees who want to work the spring season will be held Saturday, January 31, 2015 from 4:00 - 5:00 p.m. at my office, Culp and Tanner, in the Capitol Building at 55 Independence Circle, Suite 201 in Philadelphia Square off Eaton Road between the Esplanade and the freeway. See the attached map.
The purpose of this meeting is:
1. Sign up for games for the first Saturday of the season (September 6th). Fill out the Referee First Day of the Season Game Request Form that you will receive from me via email (it will also be posted on the Handouts tab when the game schedule has been set) and bring it to the meeting. If you are unable to make the meeting due to other prior commitments, you must call or email Wes Hocking in advance of the meeting.
2. Receive additional training. The USSF requires licensed referees to have a minimum of 5 hours of additional training every year.
3. Review law changes and changes in pay rates and the required USSF licensing in the fall.
4. Ask questions and make suggestions. Your input is welcomed and encouraged.
Those who attend will get first choice of games for the first day of the season and will receive added priority when games are assigned for subsequent weeks.

There are a number of outstanding referee websites that provide instruction and video clips of actual game situations that can be helpful to referees:
Ask a Soccer Referee
This is an excellent website where referees from around the country can submit questions to USSF and get official answers (not just some "expert" referee's opinion -- "expert" has been defined as a has-been drip under pressure!). It's interesting to read the question submitted and then to try to answer it yourself before reading the official answer. It's a challenge! Sometimes those answering the questions rag on some of the "inventive referees" who come up with all sorts of weird law interpretations. The link to the site is http://www.askasoccerreferee.com/
Law Book and Guide to Signals

You can also download a .pdf file of the "Guide to Proceedures for Referees, Assistant Referees and Fourth Officials" at the same website as above. This contains all the approved signals and procedures for referees (sometimes referred to as "mechanics", that is, how to signal, where to be positioned, etc.).

If you need help understanding a particular law, USSF publishes "Advice to Referees", which provides great explanations of all facets of each law. It is organized by each law, so it's easy to find answers about offside issues by going to section 11 of Advice to Referees, which corresponds to the offside law, which is Law number 11 in the Law Book.
