2018 bat regulations
Are you considering buying a new baseball bat for your Little Leaguer this year? DON’T without reading this. Beginning in 2018 all bats used in Little League baseball Junior and below must meet the USA baseball testing standards and have the USA baseball certification logo screened on the bat..
What does this mean, all bats currently sold and used will be illegal next year and not able to be used.

Rule Change Report - 2018 Bat Rule Change! Major baseball bats will not be available until Sept of 2017.
2017 a child maybe rostered on two regular season rosters. Can still only be rostered on one tournament roster. Player must meet all tournament eligibility for the level being rostered. Can charge two registration fees.
Mike talked about age charge update also talked about tournament team affidavit and location plotting will be done online. Each league must submit a new boundary submitted to Bob by May 15th. Little League has contracted with Bullseye and all boundary maps are being update electronically.
Interleague - 8 Leagues, 20 teams, 4 Saturday's added two Saturday's of Minor league games. Must have interleague forms to Bob or Mike by May 25th
9&10 Sunday league. Orrington hosting, Brad Brasso is contact.
11&12 Softball District Tournament - Glenburn doesn't want to host, Bronco will host the tournament.
9&10 District baseball Tournament - Brewer was unable to host due to field not complete, Bronco agreed to host 2015 and Brewer will host 2016 and will relinquish the district 10&11 baseball tournament.
11&12 State Baseball Tournament - Orrington - State Tournament - Games will start on the 23rd with opening ceremonies.
9&10 district softball tournament - Problem arose at the tournament looking for advice on how to handle those types of situations. Tabled

ASAP Requirement: Motion made by Rob Curtis: Beginning with the 2017 season all district tournament hosts must have an ASAP Safety Plan in place to host a district game. 2nd Mike Brooker - 12 approve 0 apposed 0 abstained
Teams Pulling out of tournaments last minute: Dale Duff motion to form a committee understand why, leagues are having a hard time committing. - 12 approve, 0 apposed, 0 abstained

Orrington nominated - Pete Huston - Would accept nomination with understanding that would need get clear understanding of conflict of interest. Legion would be considered conflict of interest per Dan V with Little League. (Possibility of waiver, however would have to go to international board for approval.)

Note:
Beginning with the 2017 tournaments all leagues hosting a district tournament game must have an approved ASAP safety plan on file. This includes tournament games that travel to different locations.
If leagues combine for tournament play, both leagues must have an approved plan on file to host.
Player Selection Approved Draft Methods
First Option - Plan A
When a thorough player evaluation has been completed, the last place team from the preceding season gets the first choice in every round of the draft, the next to last place team gets the second selection in every round, and the remaining teams select in the reverse order of standing. For the purpose of explanation, let us assume that there are four teams in the league:First Round
- Fourth Place manager selects first player.
- Third place manager selects the second player.
- Second place manager selects the third player.
- First place manager selects the fourth player.
Second Round
- Fourth Place manager selects fifth player.
- Third place manager selects the sixth player.
- Second place manager selects the seventh player.
- First place manager selects the eighth player.
- Process repeats until the rosters are completed.
Second Option - Plan B
This draft takes place in two separate parts.First part includes those players who are:
- Returning from a Major team in the same division, AND;
- Have registered for the current season
Second part of the draft includes:
- All players who are eligible for selection and have attended the required number of player evaluations.
This first draft of returning players must be completed before the second part of the draft, and all returning players who qualify under both conditions above must be drafted. Managers are not permitted to waive a draft choice.
The draft rotation follows the reverse order of finish from the previous season, with the last place team’s manager receiving the first pick. For example, in a four-team league, the team that finished last in the previous season would get the 1st, 8th, 9th, and 16th picks through the first four rounds.
Third Option - Plan C / Blind Draft Method
This method takes all players available and has managers draw names from a container. An example of this process for the Majors Division is as follows;- Step 1: Determine the number of teams that you have. Remember that Major League teams may have a maximum of eight league age 12-year-olds; and league age 12-year-olds must be drafted to a Major League, Intermediate, or Junior League team.
- Step 2: Managers are randomly given a team name.
- Step 3: Place all registered 12-year-olds into a container. Then each manager selects a player from the container until all league age 12-year-olds are selected.
- Step 4: Place all registered 11-year-olds into a container. Then each manager selects a player from the container until all league age 11-year-olds are selected or until the team roster is full.
- Step 5: The same procedure for league age 9- and 10-year-olds.
3 Tips on Drafts
- Remember that Major League teams may have a maximum of 8 league age 12-year-olds; and league age 12-year-olds must be drafted to a Major League, Intermediate, or Junior League team.
- Draft Plan C works well with the Tee Ball Division, as most players are just starting to learn the game of baseball and softball.
- When a league decides to substitute a selection system for the ones outlined above, a complete description of such substituted system must be presented in writing to Little League International for approval.
